February 2010 Public Exhibition

A public exhibition is being held on site on Friday 26 and Saturday 27 February to seek public views on how this important site should be redeveloped.

You can view the location of the Exhibition Venue on the Proposal Site map and get directions to the site via Google Maps.

The exhibition will take place between 10.00 am and 8.00 pm on Friday and 10.00 am and 4.00 pm on Saturday.

Over 6,000 invites to the exhibition have been sent to local residents, businesses and other interested parties. The exhibition has also been publicised in the Fleet News & Mail and posters have been displayed in the local area.

The exhibition will be attended by representatives from Taylor Wimpey as well as members of the project team, who will be on hand to answer any questions you may have.

To help record the wishes of those that attend a questionnaire has been prepared for completion at the exhibition. Alternatively, the questionnaire can be completed online by clicking here.

The feedback we receive at the exhibition will used to help develop the proposals for this site. All of the feedback received at this and any subsequent exhibitions will then be collated into a document known as a Statement of Community Involvement and included with the forthcoming planning application for this site.

The information that is to be displayed at the exhibition is also available on this website, which will remain open for another two weeks after the exhibition has finished.

Thank you to the 500+ people who attended the Public Exhibition and gave their feedback, and for those taking the time to visit this website. The deadline for submission of the survey is 21st March 2009.

Hart Local Plan

The site is allocated in the Hart Local Plan to deliver new housing with a range of supporting uses in the form of employment, community and open space facilities as well as a new local centre and a school. The Local Plan is very clear what can be developed at the site and where buildings can and can't go. It also specifies the required site areas for each use and we know from our discussions with officers from the Council the broad location for these uses.

Earlier appeal decision

A previous proposal at this site by Taylor Wimpey for 1,055 new homes with a local centre, community uses, employment floorspace, a primary school site and open space facilities was rejected by the Secretary of State for the following reasons:

  • Area C: Although agreed as being previously developed land the Secretary of State considered that this should not be built on;
  • Employment uses: The previous scheme included Live/Work units.  The Secretary of State was concerned that these units could be used for housing in the future, which would not have satisfied the requirements of the Local Plan policy;
  • Education provision: At the appeal agreement was not reached between the developer and the Council regarding the level of education contributions.  The Secretary of State felt that such an agreement was essential to any planning permission.

The Secretary of State also confirmed that:

  • The principle of the proposed development was acceptable;
  • The proposed density of this scheme (43dph) was acceptable;
  • The highway impact of this proposal would be negligible; and
  • The proposed measures to protect the SPA were acceptable.

In reaching the decision to refuse the appeal, the Secretary of State was guided by the advice in the Inspector’s Report.  Both the Secretary of State’s decision and the Inspector’s Report can be viewed here:

Along with the Local Plan allocation, this appeal decision forms an essential starting point for any subsequent decision-maker for this site.


Feedback

Taylor Wimpey needs your views to help inform the redevelopment proposals for this important site in your community.

Taylor Wimpey wants to develop a scheme that addresses as many local issues as is possible whilst at the same time complying with the Local Plan requirements for this site. This new scheme will also address the deficiencies identified by the Secretary of State with Taylor Wimpey's earlier proposal that was refused at appeal. At this stage, Taylor Wimpey is able to confirm the following about the intended proposals for this site:

  • Following discussions with Natural England, Bourley Road car park WILL NOT be altered and will remain as existing;
  • The number of homes will be reduced – currently this figure is estimated to be 872 new homes;
  • Buildings are not proposed on that part of the site that lies outside of the settlement area (known as Areas B & C);

The scheme will make provision for a new school, a new local centre, community and leisure facilities, informal and formal recreation facilities and new employment uses (not live-work).

The site is allocated in the Hart Local Plan to deliver new housing with a range of supporting uses in the form of employment, community and open space facilities as well as a new local centre and a school. It also specifies the required site areas for each use and we know from our discussions with officers from the Council the broad location for these uses. However, the Local Plan does allow some flexibility over the nature of the uses proposed, the exact location of these uses and what the buildings should look like. It is these issues that we need your opinions on.
