44% of England's 335 local councils have yet to publish a core strategy. DPP’s Chairman Bob Robinson comments to EGi: “Those councils yet to publish include areas where development pressure will be greatest when the economy recovers. The lack of progress is due to the unwillingness of politicians to confront necessary, but politically unpalatable, development in their areas."
