DPP successfully negotiated full planning permission for the development of a foodstore, petrol filling station (“PFS”), and Territorial Army (“TA”)/Air Training Centre (“ATC”) facility. The application site forms part of the former Setten and Durward factory site, scouts hall, TA centre, VOSA and Western Power Distrbution’s (“WPD”) former facilities on Waterloo Road, Llandrindod Wells.
Consent was initially granted in 2006 for a smaller store, however consultation with the local community identified a particular need for a PFS, which was later included as part of the larger scheme together with a 4,169 sq m foodstore.
This latest consent takes in additional land requiring the relocation of the existing WPD facility. The relocation of this facility was the subject of a separate application, submitted by DPP, for a site within
Llandrindod Wells.
Services Provided• Full planning support from project inception through the various consents and on to implementation;
• Advice on strategy in relation to the relocation site for the WPD facility;
• Project managing the various planning applications, co-ordinating a multi-disciplinary team to prepare supporting information to accompany each application;
• Negotiating the Section 106 Agreement;
• Preparation of a retail impact assessment, planning statements, design and access statements; and
• Continual advice on project implementation e.g. discharging conditions and minor works applications.
AchievementsDPP successfully project managed the various phases of the redevelopment of the entire site bringing forward much-needed new retail facilities for Llandrindod Wells.
DPP played a key role in gaining consent for the store, which would not only ensure that retail expenditure is retained in Llandrindod Wells rather than being lost to locations further afield, but would also generate a number of jobs whilst also facilitating growth and attracting further investment to the area.
In planning policy terms the site is considered edge-of-centre, however Powys County Council were supportive of the application based on its regenerative and community benefits.
The proposal will also result in the beneficial use of a key edge-of-centre brownfield site. Securing planning permission for WPD enables this important local employer to remain in Llandrindod Wells. The overall development has been welcomed by the local community, particularly the provision of the TA/ATC centre, which has been considered a great success.
