Retail, Office and Football Stadium Development, Chesterfield - Wilson Bowden Developments Ltd

This project involved the regeneration of this former Dema Glass site in Chesterfield, which was identified in the Chesterfield Borough Local Plan as the site for a new football stadium and mixed use development. The redevelopment will include a new 10,500 seat stadium for Chesterfield Football Club together with conference and banqueting facilities, a new Tesco superstore, a petrol filling station, and a mix of office, hotel, restaurant and retailing space, totalling more than 25,000 m². The scheme will bring 560 much needed full time jobs.
Services Provided
We coordinated the team in the production of the Environmental Assessment, including preparing the chapters relating to the planning matters, economic and social impacts and providing the non-technical summary. We also prepared the planning application, retail impact assessment, statement of community involvement and design and access statement. We undertook community consultation and led negotiations of the application and Section 106 agreement with the planning authority.
Achievements
DPP has secured a significant planning decision on behalf of Wilson Bowden Developments Ltd, which will see the redevelopment brought forward in 2009. These proposals have been mooted for many years and the team worked hard to achieve planning permission for this complex project, including preparation of an environmental assessment and the negotiation of a complex S106 agreement.
The planning application had been referred to Hazel Blears, Secretary of State for Communities and Local Government, who agreed that the proposals were in line with national and regional policy and did not need to be re-examined. Planning permission was granted by Chesterfield Borough Council on 30 July 2008.
